Rwanda Football Federation (FERWAFA) President Fabrice Shema Ngoga has been arrested over allegations of issuing a cheque without sufficient funds, Rwanda’s Investigation Bureau (RIB) confirmed on Tuesday.
RIB spokesperson Dr. Thierry Murangira said Shema is being held at the RIB Kicukiro Station as investigators examine the allegation and other offences for which he is being investigated.
Authorities have not disclosed details of the other alleged offences or provided information about the circumstances surrounding the cheque.
The arrest comes less than a year after Shema was elected FERWAFA president on August 30, 2025, succeeding Alphonse Munyantwali. He was elected unopposed after previously serving as president of AS Kigali.
His tenure has also included a regional football role. In February 2026, Shema was elected to the CECAFA Executive Committee, which oversees football development and competitions across East and Central Africa.
RIB has not announced when the investigation will be completed. The allegations remain under investigation, and no finding of guilt has been made against him.
